Tom Hutton is Executive Director of the California Charter Authorizing Professionals (CCAP), an association of school districts and county offices of education in their capacity as current or potential charter school authorizers. Tom is a former school attorney who served in-house with the National School Boards Association (NSBA) and its Council of School Attorneys and later in private practice in Seattle. As a law student, he was a co-founder and governing board member of a law-themed high school in the District of Columbia. More recently, Tom served as executive director of the Hawai‘i State Public Charter School Commission, executive director of the Education Law Association, and an independent consultant to charter authorizers nationally. He was educated in public schools in New Hampshire, Wisconsin, and Colorado, went to Connecticut College, and earned his law degree from Georgetown University.
